Short answer: Boscawen Park is the flat, easy option with a riverside path and a play area. The city centre is largely pedestrianised and manageable, though some side streets climb steeply.
Truro is genuinely more buggy-friendly than the coastal towns, mainly because much of the centre is pedestrianised.
The best option — level riverside paths, a play area, tennis courts and a duck pond, with free parking for the first few hours. Easy in a way that most Cornish attractions aren't.
Largely pedestrianised and flat along the main run. Wide enough for a buggy without constantly folding it, which is not true of St Ives or Padstow.
Step-free access and plenty of space inside. Free to enter, warm, and a genuinely calm place to sit for a while.
Several side streets off the main run are steep. Lemon Street in particular is a genuine hill.
Both covered and largely level, though they get tight when busy — easier earlier in the day with a buggy.
Better provision than most Cornish towns given the city centre shops. Worth using them before heading anywhere more rural.
