Short answer: East Looe's quayside is level from the car park to the harbour mouth — eat along it with the fishing fleet in view, or take the Hannafore road for the wide-bay version.
Most Cornish fishing villages tumble down cliffs; Looe sits along a river mouth, which gifts it something rare — a working harbour you can travel end-to-end on level ground. The big quayside car park, the fish quay and the seafront all connect on the flat.
Cross to West Looe and the Hannafore road runs along the water with parking beside the pavement and the whole bay — Looe Island included — laid out in front. The kiosk (seasonal) serves it; on any clear day this is the county's easiest grandstand: park, turn the chair to the sea, done.
The Millpool car park on the West Looe side and the quayside parking on the East side both meet the level network; the bridge between the two sides carries the connecting pavement. The old town's back lanes behind the quay are the narrow, stepped part — the point of this guide is that you don't need them.
