Padstow is a genuinely lovely town to eat well in, but its narrow harbourside streets, cobbles and steps weren't designed with buggies in mind. A little planning saves a lot of hassle once you're actually there with a hungry toddler and a fully-loaded pram in tow.
The flattest, most buggy-friendly stretch of Padstow runs along the harbour itself, and several genuinely good, family-friendly options sit right on it. Old Custom House and Shipwrights both have step-free access from harbour level and a genuine welcome for families, rather than treating a pram as an inconvenience to be squeezed past.
Beyond the flat access, Greens has a crazy golf course on site, which is a genuinely clever bit of buggy-day logistics — one parent can eat while the other keeps a toddler entertained a few steps away, without needing to leave the venue or manage a restless child at the table for the whole meal.
Built around the day's fresh catch, with a proper pub menu and harbour-level access. It's a good option if you want a sit-down meal rather than a casual bite, without needing to navigate the steeper lanes above the harbour to get there.
Padstow gets genuinely busy in season, and plenty of the smaller places have limited space to store a folded — or unfolded — buggy near the table. A quick question at the door before you commit to sitting down saves the awkwardness of discovering there's nowhere to put it once you're already seated with food ordered.
Where a venue has outdoor or terrace seating, it's almost always easier to manage with a buggy than navigating a narrow indoor dining room, and it takes the pressure off if a toddler's having a difficult moment — less concern about disturbing other diners in a tight indoor space.

Padstow's harbourfront gets genuinely tight with both foot traffic and buggies between roughly midday and 2pm in summer. Eating slightly earlier or later gives you noticeably more room to manoeuvre and a calmer experience all round, particularly if you're managing a buggy through a crowd rather than just yourself.
Booking ahead where a venue takes reservations is worth doing even for a casual buggy-friendly lunch — not because a table isn't available, but because it lets you specify a buggy-friendly spot when you book rather than being seated wherever's free once you arrive with a toddler already restless from the walk down.
