Short answer: Falmouth barely changes in winter. Term-time student trade keeps the pubs, cafés and independent shops running properly rather than on reduced hours — which makes it the safest bet in Cornwall for a winter visit.

Effectively everything. The high street independents, the pubs, the cafés and the National Maritime Museum all run normally. Reduced winter hours are the exception rather than the rule.
Several floors, entirely indoors, and easily half a day. The single best wet-weather option in this part of Cornwall.
Falmouth's pub scene is genuinely good and genuinely year-round. Chain Locker and The Working Boat both have proper harbour views for watching winter weather from indoors.
Falmouth sits on a sheltered natural harbour, so it gets far less battering than the north coast. Good if you want winter atmosphere without a gale.
Easier than summer, though term-time student traffic means it never gets as empty as the purely seasonal towns.
Trebah and Glendurgan are open through much of winter and are genuinely worth seeing bare — the structure of a valley garden is clearer without leaf cover.
