Short answer: Fowey's lanes are steep and narrow — the honest strategy is to live at water level: the Town Quay and Esplanade pocket, the ferries as sit-down sightseeing, and eating where the boats are.
Fowey is built up a hillside in lanes a car can barely use, and no guide should pretend it's easy territory for limited mobility. But writing it off entirely would be wrong too — because Fowey's best part is its water level, and the water level is where the manageable version of the town lives.
The stretch around the Town Quay and along towards the Esplanade is Fowey's gentlest ground: the harbour activity, the boats, and eating with the water in view — The Ship Inn by the square and Havener's on the quay among the historic-building options (period doorways, so expect the odd threshold). Base the visit here rather than attempting the climb into the upper lanes, and Fowey delivers most of its charm on its flattest few hundred metres.
Fowey's masterstroke for limited mobility is that its best experience is a boat trip. The Bodinnick car ferry crosses with you never leaving the vehicle if that's what works; the Polruan foot ferry is a small-boat step aboard with crew used to helping. Either way, the harbour panorama — the thing people climb hills for — comes to you.
This is the part to plan: the main car parks sit at the top of the town, which is exactly wrong for this strategy. The workable approaches are dropping a passenger at the bottom (out of peak season, when the lanes allow), the limited lower-town and blue badge provision (small and contested — early or off-season), or arriving via the Bodinnick ferry itself. In high summer, honestly, the logistics fight you; spring, autumn and winter are when this version of Fowey works best.
