Short answer: Marazion doesn't shut in winter — the pubs, the Godolphin, Jordan's and the galleries keep going — and the beach is dog-friendly all day. The Mount runs limited winter opening with causeway-only access, so check dates and tides.
Half of Cornwall closes between November and March. Marazion, because it has a resident population and a year-round attraction on its doorstep, mostly doesn't.
Boats stop at the end of October, so the island is causeway-only until mid-March: you can only get across, and back, in the low-tide window, and if the causeway closes you're staying. The castle opens on limited days over winter and closes completely for some weeks — check the Mount's website for the current year's dates. Dogs are welcome in the harbour and village throughout the winter season. What you get in return is an island with almost no one on it.
No dog restrictions at all from September to June, no lifeguards, and on a still, cold morning the causeway with nobody on it is one of the best walks in Cornwall. Winter storms are worth watching from the top of the beach or the Godolphin's window, not from the causeway.
Winter hours in west Cornwall change on a whim if the weather is bad. A venue's social media is more reliable than its website. And check the Mount's daily calendar the night before — winter tides give short, awkward windows.
