Short answer: Newquay is the easiest Cornish resort to do car-free. There's a branch line station, an airport, and Towan, Great Western and Fistral are all walkable from the town centre.
Most of Cornwall assumes you're driving. Newquay is a genuine exception.
A branch line runs from Par on the main line into Newquay. Services are limited but real, and the station is central rather than out of town.
Cornwall Airport Newquay is a few miles out with connections to several UK cities — genuinely the fastest way here from the north of England or Scotland.
Towan, Great Western and Tolcarne are all within a short walk of the town centre. Fistral is a slightly longer walk over the headland but entirely manageable.
Services run along the coast to Padstow, Perranporth and St Ives. Slower than driving, but they exist and they connect the places you'd want.
The quieter beaches and the inland attractions. Lappa Valley and the further coastal spots really do want a car.
Newquay is compact and walkable, though it's built on cliffs — expect some genuine climbs between the beaches and the town centre.
