Short answer: Truro is on the main Cornish line with direct services from London Paddington. The city centre is a short walk from the station, and branch lines run from here to Falmouth and Penzance.
If you're coming to Cornwall without a car, Truro is the sensible base — and the only place in the county with genuinely good rail connections.

Truro is the hub of the county's bus network. Services run to most of the towns you'd want, and while they're slower than driving, they're real.

This is the trade-off. Truro isn't on the coast, so beaches need a bus or the branch line. Falmouth by train is the easiest coastal day.
If your trip is about food, shops, galleries and using Cornwall's public transport rather than sitting on a beach, Truro is genuinely the best base in the county.
