Short answer: Carnglaze Caverns is the obvious move — it's underground, so the weather is irrelevant. The Story of Emily is the other strong indoor option, and reviewers repeatedly call it the best museum they've been to.
Bodmin Moor in the rain is genuinely bleak. Fortunately Liskeard has two of the better indoor attractions in this part of Cornwall.
A former slate mine with an underground lake — and being underground, entirely weatherproof. Around thirty minutes to walk through, with woodland gardens above for when it clears and a well-regarded tea room. Cheaper booked online.
A museum in Emily Hobhouse's restored childhood rectory that reviewers describe in unusually strong terms — several call it the best museum they have ever visited. Allow four hours, and there's a South African restaurant attached.
High on the moor with 360-degree views, a café doing saffron cake and a proper ploughman's. Somewhere to sit and watch weather roll across the moor rather than be out in it.
The Crows Nest has a real log fire and is genuinely dog-friendly — a proper place to wait out an afternoon of rain.
Carnglaze is cheaper booked online than at the door, and The Story of Emily is closed Mondays. Both are worth checking before setting out, particularly if the weather has already forced a change of plan.
